Rain or snow?

Is it raining or snowing in this capture? I've seen a few others like this, the "droplets" look very heavy, opaque hence why I was like "snow in the serengeti?!".

Rain probably, though could be hail, never snows in Sgti. Any tiny objects close to camera look brilliant white in flash.
