What are these guys doing? Are they poachers?

There is a animal on the ground but i cant see what they are doing. Could they be poachers or hunters? Or with less cynical eyes maybe vets or animal tagging?

My bad guys, never even thought it could be anything harmless. Shady guys in the midle of nowhere, first thought was poachers
