  photo with clearly seen 5 wildebeests in a line, clearly walking with addition of 2 sets of reflecting eyes. Do we count just the ones we can see and not count the eyes the eyes that reflect?

  If it were me, I'd inflate the total to include the eyes. Usually, though not always, herds are homogeneous - with the caveat that gnus often mix with zebras!
